실물옵션을 활용한 전시관 건립사업의 경제성 분석 연구

Study on Economic Evaluation of Convention Center Construction using a Real Option

본 연구에서는 문화시설 건립사업에 포함된 불확실성을 고려하여 해당 사업의 경제성 확보 여부를 확인할 수 있는 분석모형을 개발하고, 이에 대한 실증분석을 진행하였다. 실증분석은 충청북도 청주시 오송읍에 추진 중인 청주전시관 건립사업을 대상으로 하였으며, 전시관 운영 편익에 영향을 미칠 수 있는 전시관 가동률의 불확실성을 고려하기 위해 실물옵션 모형을 적용하였다. 분석결과, 청주전시관 건립사업의 경우 전시관 가동률의 불확실성을 고려하지 않은 경우에는 경제성이 확보되는 것으로 나타났으나, 전시관 가동률의 불확실성을 고려할 경우 해당 사업의 경제성이 확보되지 못하는 것으로 나타났다. 이는 향후 청주전시관의 원활한 운영을 위해서 전시관 가동률을 향상시킬 수 있는 방안 모색이 필요함을 의미한다.

In this study, an analysis model was developed and an empirical analysis was conducted to confirm the economic feasibility of the construction of cultural facilities under the uncertainty in the project. The real option model is used to perform the empirical analysis to the construction of Cheongju convention center in the Osong-eup, Cheongju-si, Chungcheongbuk-do. This model considers the stochastic process of operation rate to the convention center as the uncertainty. The result shows that this project does not have the economic feasibility when it considers the uncertainty. Otherwise, the feasibility of this project is secured. It represents that the strategy for escalating the operation rate of the convention center is necessary to get the feasibility in the operation of the convention center.
