노인중심 맞춤형 서비스 전달체계 구축 방안

A Study on the Development of Customized Service Delivery System for the Elderly

Aging in place에 대한 요구와 보호연속체계 구축의 필요성을 바탕으로 지역사회통합돌봄(커뮤니티케어)과 노인맞춤형돌봄서비스의 실행을 앞두고 있다. 이러한 변화에 대응하기 위한 방안을 모색하기 위해 본 연구는 A시 노인복지시설과 관련 기관의 현장 실무자 25명을 대상으로 포커스 그룹 인터뷰를 실시하였다. 연구결과 노인복지 서비스 대상자의 중복과 누락 및 서비스 인프라 부족, 노인복지시설 간 연계와 민·관 기관들과의 협력이 잘 이루어지지 않고 있는 점 등이 문제점으로 드러났다. 따라서 ‘노인맞춤돌봄서비스’와 ‘지역사회통합돌봄(커뮤니티케어)’ 등의 노인 맞춤형 서비스가 제대로 실행되기 위해서는 사례관리, 업무협력, 서비스의 중복이나 누락 예방, 긴급대처 등을 위한 통합전산망 구축이 이루어져야 함을 제안하였다.

Based on the needs for aging in place and building a continuum of care system, welfare delivery systems for the elderly, such as ‘Customized service for the elderly’ and ‘Community-based integrated care services (community care)’ will be implemented soon.In order to find ways to cope with such changes, this study conducted a focus group interview with 25 on-site workers at related facilities and organizations for the elderly in City A.Research showed that there is redundancy or omission of the welfare service as well as service target, and there are obstacles on the cooperation among elderly welfare facilities and between elderly welfare facilities and civil/government agencies.In order for ‘Customized service for the elderly’ and ‘Community-based integrated care services(community care)’ to be implemented successfully, constructing an integrated network system is needed for case management, business cooperation, prevention of duplication or lack of services, emergency response, etc.
