Zusammenfassung
Im globalen Regimekomplex für Ernährung existieren unterschiedliche Normkonzepte. Neben der Verwirklichung von Nahrungssicherheit werden heute auch die Realisierung von Ernährungssicherheit, Ernährungssouveränität und Nachhaltigkeit diskutiert. Der Beitrag analysiert die Entwicklung der Norm der Nachhaltigkeit. Darüber hinaus zeigt er anhand qualitativer Fallstudien, dass in zentralen Teilsegmenten des Regimekomplexes (FAO, UNEP, WTO, WHO) Normkonflikte mit anderen Normen bestehen. Der Beitrag diskutiert zudem, inwiefern inter-institutionelle Arrangements zur Normweiterentwicklung beitragen können.
Abstract
In the global regime complex for food, there are multiple coexisting norms. Traditionally, food security has been at the forefront of this complex; however, other aspects such as nutrition security, food sovereignty, and sustainability become increasingly important. This article focusses on the development of the sustainability norm. Applying qualitative case study research, the analysis detects norm conflicts between the sustainability norm and other norms within key institutions of the regime complex (FAO, UNEP, WTO, WHO) and discusses the regulatory potential of inter-institutional arrangements for collaborative norm development.

Die Normen der Nahrungssicherheit und der Ernährungssicherheit sind von der Lebensmittelsicherheit (food safety) abzugrenzen, welche auf die Sicherheit von Nahrungsmitteln, z. B. in Bezug auf Schadstoff- oder Keimbelastungen, abstellt.
Beispiele sind Fisch, Fleisch und Milcherzeugnisse, Kakao und Zucker und Grundnahrungsmittel wie Hülsenfrüchte und Getreide (WHO und FAO 2006).
Die ISEAL-Alliance ist eine Nichtregierungsorganisation, die sich zum Ziel gesetzt hat, Institutionen und Regulierungsinitiativen bei der Umsetzung von Nachhaltigkeitsstandards, insbesondere in der ökologischen und der sozialen Dimension, zu unterstützen (ISEAL Alliance 2012).
Das International Rice Research Institute (IRRI) ist eine nicht gewerbliche Forschungseinrichtung, die die Ziele der Entwicklung und Züchtung neuer Reissorten, die Erforschung von Techniken zur Qualitäts- und Ertragsverbesserung und die Wissensimplementierung auf Produktionsebene verfolgt. Das IRRI wurde 1960 gegründet und ist eine der 15 Forschungseinrichtungen der Consultative Group on International Agricultural Research (IRRI o.J.).
