Zusammenfassung
Parlamente sind zentrale Institutionen demokratischer Repräsentation und des Parteienstaates (Schüttemeyer u. Sturm 2005, S. 553; Gabriel et al. 2002, S. 184). Dem Parlament werden im Allgemeinen die Aufgaben der Gesetzgebung, der Kontrolle der Exekutive, der Repräsentation und Artikulation der Interessen der Bürger zugeschrieben, in parlamentarischen Systemen erweitert sich der Umfang der Aufgaben zudem um die Wahl- und Regierungsbildungsfunktion (Ismayr 2001, S. 34). Unabhängig davon, ob präsidentielles oder parlamentarisches System, dem Parlament kommt in demokratischen Staaten sowohl normativ als auch empirisch eine zentrale Rolle unter den Institutionen des Parteienstaates zu, da es seinen politischen Gestaltungsauftrag ausnahmslos einem unmittelbaren Wählervotum verdankt (Gabriel et al. 2002, S. 184).
