Zusammenfassung

Im vergangenen halben Jahrhundert haben Staat und Verwaltung in den westlichen Industrieländern zwei tief greifende Veränderungsschübe erlebt, die von unterschiedlichen politischen und konzeptionellen Logiken und Kräften angetrieben wurden. Man könnte von zwei „langen Wellen“ sprechen (vgl. Wollmann 2000d: 725ff.).
